For general contractors

GC questions, answered

Registering, submitting a package, what our review covers, and how bids come back to you. If your question is about one specific package, the fastest answer comes from your project in the portal.

Registration and account

How do we register as a general contractor?

Submit the GC registration with your company details, the states you operate in, and a contact. Our team reviews it and emails a decision. Once approved, your portal opens and you can submit projects and message our team directly.

Is there a cost to register or submit a project?

Registering and submitting a project costs nothing. Before anything is published or awarded, our team walks through how we will work together and puts any commercial terms in writing.

What parts of the country can you cover?

Paramount works Walmart projects nationwide. Tell us where the project is and which trades you need. If our coverage in a market is thin, we will tell you up front rather than after the bid date.

Who do we deal with day to day?

Every submission gets a Paramount project manager assigned. Portal messages and email notifications keep the review, the bid activity, and the decision in one thread.

Submitting a project

What do you need from us to run a bid?

Project name and number, store location, bid due date and time, a scope line for each trade, and the drawings and specifications. Bid instructions, a site walk or pre-bid note, and construction dates help the trades price faster.

Can we submit a single store, or does it have to be a program?

Single stores, multi-site rollouts, and full programs all go through the same submission. Add more stores as separate projects, or send us the list and we will help you structure it.

Do we have to break the package out by trade?

Yes. You add each trade with a short scope line, and those trade lines decide which subcontractors in the network see the package. The standard Walmart trade list is on our trades page if you need a reference.

How do drawings and specifications work?

Upload plans, specs, and addenda to the submission. Every file stays private to Paramount until our team reviews it and releases it to the network, and you can see exactly what has been released.

Can we change a project after we submit it?

While a submission is still a draft you can edit everything. Once it is in review, send the change to our team through the portal and we will update the package or reopen it for you. Scope changes after publication are reissued to the trades with the update noted.

Review and publication

What happens once we submit?

The submission moves to submitted, then under review. From there it is either approved and published to the network, sent back with a request for more information, or not accepted. You get an email and a portal notification at each step.

How long does review take?

Most submissions are reviewed within a few business days. Complete packages with a clear trade breakdown move fastest. If a bid date is close, tell us in the submission notes and we will prioritize it.

Why would you ask for more information?

Usually a missing drawing or spec section, a trade that is not broken out, an unclear scope, or a bid date that leaves too little pricing time. Answer in the portal and resubmit — the package keeps its history.

What does "published" mean?

The package appears in Current Bids for approved subcontractors whose trades and service states match, and invitation emails go out to the companies we want pricing from. Someone from our team also reaches out directly to help cover the trades you need.

Do you guarantee bid coverage?

No. We work the trade list hard and will tell you where coverage is thin, but no bid response, award, or number of participating subcontractors is guaranteed.

Can a package stay limited to specific companies?

Distribution is our team’s call, so flag it in the submission if the work has to stay limited. We will confirm in writing what is possible before anything goes out.

Bids back to you

How do bids come back?

Subcontractors submit through their portal against your trade lines: base bid, alternates, inclusions, exclusions, qualifications, proposed schedule, and their own proposal attachment. We assemble them into a leveling view by trade.

Do we review bids in the portal or with your team?

Your Paramount project manager walks the leveling with you, trade by trade, and answers the scope questions that come up. The portal keeps every submitted bid and revision on record.

How are questions from subcontractors handled?

Questions come to our team and are answered back on the package so every company pricing the work sees the same scope. Anything that changes the scope is reissued as an addendum or an updated package.

What if nobody bids?

We widen the outreach, revisit the trade breakdown, and talk through timing and scope with you. If the package cannot draw pricing, we will say so instead of letting the date pass quietly.

How are awards and subcontracts handled?

Once you settle on direction, we coordinate the award with the selected trade partner and confirm scope in writing. How the subcontracts are papered is agreed per project before any award.

Confidentiality and subcontractors

Are our drawings and pricing kept confidential?

Yes. Documents stay private to Paramount until our team approves the release, and each file is released individually. Bid pricing is not exposed to other subcontractors, and it is only shared with you and the companies involved.

How are subcontractors qualified?

Companies are reviewed before they are approved into the network, including their trades, territory, licensing, and insurance. Qualifications are confirmed again for the specific project before an award.

Do you represent that every subcontractor is prequalified and insured?

No. Network membership is not a warranty of insurance, bonding, licensing, or financial standing. We confirm those requirements for the project at hand and can provide that confirmation in writing.

Is Paramount distributing the work or taking it on?

Paramount is a commercial construction contractor and project management firm. Depending on the package we either coordinate the bid and the awarded trade partners on your behalf or take the work on directly. We confirm which model applies in writing before anything is published.

Access and support

We cannot get into the portal — what now?

Send us a note with your company name and the email on the account. Access issues are usually a pending registration or a different email than the one we approved.

We are not getting the emails.

Check the spam folder for mail from paramountcontracting.org and confirm the contact email on your profile. Portal notifications are always available in the portal itself, even when email delivery fails.

How do we reach a person?

Message our team from inside a project for anything package related, or use the contact form for a new project or a general question. We answer both.
